How do you get Ebay to listen and act on fraudulent transactions. The complaint system is automated and faulty,

Can you be more specific? We can't help you unless you give more information.  Given the dispute (complaint) system is geared heavily towards buyers, I can't see how it would be faulty if you followed the correct procedures.
