Paid $270 for mobile phone and never recieved. Tried to negotiate with seller, but kept making excuses why it had not arrived. I believe now he is stalling to get past the date of no going back. This is a large amount of money to me.
this seller should be banned from using ebay!!! I have completed negative feedback, what do I need to do further?

Did you pay with paypal?
If yes and it is not past the 45 days since you paid then open a dispute for item not received and escalate to a claim as soon as the system allows it.
NEVER let a seller string you along till the 45 days has passed as there is nothing you can do unless you funded the payment with a credit/debit card then you can call the bank about initiating a chargeback.
If you paid with bank dep then you need to go to the police as there is no protection with that form of payment.

The listing says paypal only as the payment method and you bought in mid October so you can open a dispute as already suggested..

Ebay will not remove a seller for 1 negative feedback. There are a lot worse sellers than that on ebay and you will be getting your money back.
You rather jumped the gun by leaving feedback before opening the dispute...have you escalated it to a claim yet?
