I bought an iPhone (yeah yeah, I know) from a South Australian seller. Phone never arrived.
The seller sent many messages saying insurance company was sending the phone as the original was lost in the post etc.
They strung me along to the point where it is now outside of the time limit for both paypal and ebay to investigate.
The seller is still operating too. Selling land in Sedan, South Australia on ebay, yet ignoring my calls and messages.
Anyone know what recourse I have and through whom, in order to get my money back?

You can try the police online fraud site.
If you funded your payment with a credit card, you can talk to your bank about doing a chargeback.
The issue is more about letting the seller string you along than the phone, although I would never buy a phone online, even from Telstra or Optus.

As it is over 45 days you may be able to get a chargeback from your credit provider if you funded the paypal with a credit card.
Ring your credit provider as soon as you can.

Yeah, it is very embarassing.
I submitted some forms today to the credit card company and they say I 'may' get my money back.

That's about all you can do. Your CC provider should require the seller to provide valid shipping information. When they can't do that (given it was likely never posted) you should get the money back.
