A few months ago I paid for an item & it never arrived a few emails back and forth said it will be here shortly... Never Arrived & seller will not respond to my emails. the ebay complaints office say's they will contact the seller. The seller is still running well on ebay... my purchase was in june it's now the end of august.. The seller has a %99 rating..

You only have 60 days in which to leave feedback. After that, you can't.
In future, pay by PayPal or some other safe payment method and open up an INR by day 40 to 45 days to avail yourself of buyer protection.
Never let the seller string you out past the 45 days - that's the deadline, after that you have very few courses of action, and there is not a bats chance that eBay or PayPal will do anything once the deadline's have passed.

Yeah,I received a second chance offer through ebay on a camera I was low bidder on,with this offer the seller was shown as being a super seller with a 100% rating, I sent the seller a message reqesting his estimated delivery time as I needed the camera to take on a holiday we had planned.
I received no response from the seller and as it was a listed as a 2nd chance offer I decided I would purchase it before some one else purchased it and this decision was made taking into account his listing showed him as a highly rated (by ebay) seller also that his listing stated that if the item was paid for before 0700 AEST the item would usually be posted the same day.
This purchase was made and paid for on August5th and I received a message saying the item had been posted on August 10th which was 5 days after purchase.
Also this was an offshore purchase and it was posted with out a tracking number.
I have sent this seller 6 messages through ebay reqesting estimated delivery time and to date have not received ONE response.
I now note that his rating has gone from 100% to 99.2% with 3 other buyers having similar problems to what I am having with no delivery of goods and zero response to messages.
I have contacred ebay and the best they have done is to refer me to paypal when surely it is a problem that ebay should be acting on

there may be a language barrier.
the item may still turn up, 3 weeks from overseas is not unusual,, and depending on whereabouts the item originated from three weeks or more may be the norm.
What do you want eBay to do? They don't have your money. It's PayPal with whom you have protection. You have until day 45 from date of purchase to oipen up an INR case with them. (Don't wait till then though, I don't wait longer than 40 days, just to be safe)

If you have ordered an item from overseas you need to allow more time for it to arrive.
If it was posted on the 10th August that is only 12 working days ago. Overseas mail can take much longer than that. I received a parcel from Europe yesterday that I paid for on 21st July.
As Crikey said, you have 45 days from the date of purchase to lodge a dispute with PayPal.

What do you want eBay to do?
The short answer most likely is they expect ebay to take action against the seller but sadly that will not happen.
When buyers come here so many of them want to know how to make ebay do something about rip-off sellers, thinking that it being ebay's website and ebay collecting money for our use of their website these buyers think that ebay should be more involved in what is happening on their website.
It is only when things go wrong do buyers realise that they are at the mercy of their sellers and ebay don't give a **bleep**.

I used a perfectly acceptable word, it is not classed as swearing or cussing or even rude.
By censoring my post others now reading it will think that my turn of phrase was crude or crass at best and offensive at worst.

Don't worry Bump....most of us have been bleeped for perfectly acceptable words.
It is even more annoying when you have answered a thread where the OP is edited by the Mods.....all the answers already on the thread also show as being edited.

Bump, the Terms and Conditions that we "sign" clearly spell out what ebay can and can't do and the service that they are providing.
They make it wuite clear that they are merely providing a platform on which to trade.
