How did you pay? If you paid using Paypal as a guest then you need to open a Paypal account using the same email address which you used when you made the payment. Once you do that the payment should show in your Paypal account and you can open a dispute from there. If you paid by bank deposit or moneyorder you have no buyer protection so cannot do anything, if you paid direct with a credit card then contact your bank re a chargeback.
