I am looking to apply the aforementioned code, however, it is saying that the code can't be applied to the order, despite the fact that the same order from my father's account accepts the code. It is still a valid and active code that lists the product as an applicable item. How can I solve this?

Maybe because you are registered in the USA?
At any rate you will have to use ebay.com.au or the code won't work...

papermoon has hit the nail on the head there, in the T&C's is this :-
I have just used it with no problems on my Australian account.

There’s also a $50 minimum spend I think.

Is the same email address used for both the eBay and PayPal account? They have to be the same for the code to apply, but otherwise I'm not sure what else may be causing it.
It doesn't have that in the T&C's on this voucher. It's the first time I've seen terms without it, but that may have something to do with the fact that you can now use your credit or debit card instead of paypal when you redeem vouchers.

Being able to log in is not the same as being registered in a country. I often log in to eBay in other countries because if they indicate "may not ship to Australia" the listing won't even appear on the Aussie site, so I can find more items and contact sellers for postage.
But where you are registered is the country under your username...
