I bought and paid for an item on the 19/07/2020 which never arrived. I contacted the seller via ebay  They said that they would resend my item but it never arrived.

You've lost your money, far too late to do anything about it now. eBay has 30 days from the final ETA for a dispute and Paypal 180 days from purchase date, I would also doubt if any bank would do a chargeback after that amount of time.

You don't need to get into a conversation with a seller.

Just open a case for Item Not Arrived within the time frame - this puts the ball in the sellers court to either refund or supply tracking.

Very simply - Ebay gives you all the tools you need. Don't rely on a seller who stalls you with promises.

Paypal gives you 180 days, but it is a mystery as to why you would even wait this long at all?

Your final option is to contact your bank and do a chargeback, assuming you funded/sourced the purchase with a credit card (even if you paid through PP).
