Remember that your transaction is with the seller !
In all cases contact them first to resolve your problem.

That would depend.
Did you pay for it? If you don't want it and don't pay for it there is a fair chance you won't get it.
Although you may be an honoured guest on many special lists.

Is this a different product to the one that you accidentally purchased just now?
if so, how long ago did you pay for the product that hasn't turned up yet? and did you pay by PayPal?
For the one you bought by accident, do as Tuck said and contact your seller - the person you bought it off and explain what has happened. They might be able to change your order, and maybe they won't, but you can ask.

Yes it is different...I send message to seller to cancel the payment..so it on him hand..the second question is for my friend that buy a product since one month and don't arrived to him..what can he do?

He can open a dispute with eBay (or Paypal) depending on where he is registered.
Assuming Australia (a big assumption) then he can open an 'Item Not Received ' case with Paypal. If he paid with Paypal. If it is less than 45 days since he paid. If he is registered in Australia.
Not, for example, Greece, where the rules are entirely different. So why are you asking on the AUSTRALIAN boards?
