I go through resolving center , but page cant go in to contact or open an case to do emoney back system.

Have you tried clearing cache and cookies and then rebooting your computer?
Also if you happen to be using IE as a browser switch to Firefox or Chrome, they are much more user-freindly with eBay.

How long ago did you purchase the item? If it's more than 30 days after the estimated delivery date you can't open an eBay dispute, you'll need to open a PayPal dispute.

Sounded like a login loop to me Tippy, but you could be right about the 30 day timeout, wonder if the OP will come back or is one of the many that can't find the post again (or can't be bothered......)
