$4.19 is (approx) 10% of $42.00 so yes, that sounds right.

I'm assuming it's a purchase from overseas.

In which case, yes, it is correct. And has been since 1 July.

It was highlighted in the media at the time, eBay issued at least one notice, and there are many other threads about this on this board.
