The message is now being ignored. I wanted to get a discount so I can afford to fix the item. The seller is ignoring me and I cant get in contact with ebay as they just say to contact the seller.

What would you like other members to do?
Best thing to do would be open an item not as described dispute and follow through with it
But since you don't want to do that I guess the seller will just keep on misleading and ignoring others
Your two most recent feedback come from sellers with utterly rubbish feedback, if it was one of those, I am not surprised their was a problem which they are ignoring

Partial refunds are not something you can demand. Your choices are - return the item for a full refund if the condition was not correctly stated in the listing, or keep the item if you do still want it.
You should - as already mentioned - open a returns request under eBay’s MBG.
If the seller offers you a partial refund and allows you to keep the item, that’s a different thing. They can offer this as a solution, and if you’re happy you can accept that partial refund.

Ebay say that you should contact the seller first, but they just say that because they hope you can work it out without having to go further.
But if the seller is ignoring you, then it is time to open a proper ebay claim.
If the item's condition is not as described in the ad, you need to open that claim and the seller can't ignore it.
Well, they can, but in that case, ebay would just award you the refund (from the seller's money).
You should be able to open a claim if you go into the My ebay section but if you're having trouble, you can go to the Help section (you'll see a link at the bottom of the ebay page) and you can contact customer service.
