Your feedback is the only feedback he has as a seller, so obviously not a regular seller... Maybe he does not go online so much.
If you can't pick up the item because of lockdown, I guess you can get your money back at some stage. I really don't know the rules for pickup to be honest, but I assume that if you make a mistake (for example if you hadn't noticed that it was pickup only) there is a way to fix it.
You could try to contact eBay via live chat if the seller keeps being unresponsive.

@papermoon - even if the seller doesn't sell often, buyers should have a reasonable expectation of communication. I can't imagine why a seller would go to the trouble of putting up items for sale and then not check in on a regular basis. He doesn't need to contact CS - there's nothing they can do just because a seller doesn't message back.
@Steg - the seller isn't going to contact you to "work something out".
Just open the case as advised so you get a refund.

Its very frustrating because if he contacted me we could resolve this easily.
Thank you for your help.

No, they cannot force a seller to communicate, but the OP has actually already paid, and if the seller keeps being unresponsive maybe they can help with a refund?

Go to the Help page from your eBay account and a window for live chat will open. Personally I prefer classic view (you can switch to classic view at the bottom of the window).

Only if a case for INR is opened.

@stegg - customer service are pretty useless and are renowned for giving bad advice!
I'm not sure why you don't want to just open a case?? You don't need to communicate with anyone about this and a case is the only sure-fire way you will get a refund.
