Is there a site within eBay where members can placed a "wanted" notice for a product that cannot be found by using Bays search engine

No, eBay discontinued the Want it Now section.

If you're looking for a particular item the best thing to do is create a Saved Search and set it up to receive daily emails of any new listings that match your search. Enter your keywords and any refinements (New/Used, price range, location etc) and at the top of the search results click on Save Search. Name your Search and tick the box to be emailed. You can also check your Saved Searches at any time in your My eBay.
