I bought the following product:

The item was delivered when I was not at home as we had moved addresses, and I was unable to pick it up from the courier's holding compound within the allotted time, so it was returned back to the seller. Since then, I have messaged the seller and let them know my new address, which they acknowledged in September 2024 and said it might take a couple of weeks to redeliver. It has now been over 4 months and I have not received the phone, and since 1st Dec 2024, they have not answered any of my messages.
I have no idea how to contact eBay as all the options just goes around in circles. Because the seller has marked the item as being delivered, I do not see the option where I can mark the item as "I didn't receive it.", as per the instructions below from eBay.
How to report an item that hasn't arrived through My eBay
The resolution centre does not allow me to pick up this item as a transaction I can lodge a complaint on, probably since the seller has marked it delivered. The seller has stopped responding to my messages since 1st December 2024, even though they acknowledged that they will re-send the item to my new address back in mid September 2024 (no messages from them since then).
Please provide any advice on how I can get eBay to help with this?

Way too long ago for eBay to do anything
The time limit is 30 days, not several months
Especially when you failed to pick it up the first time
and did not update your address before you went through with the purchase
And especially from a seller registered in China with terrible feedback
And it was not the seller who marked it as delivered
Other members cannot see anything by the order number
And nor are you allowed to 'name and shame'
If you paid with PayPal you could try there, if you got a new tracking number

PayPal is your only hope… or possibly chargeback, depending on your card’s timeframe for disputes, if you paid by credit or debit card. However, it may be too late for a chargeback as all card issuers vary in their T&Cs regarding those timeframes and it varies even between specific cards issued by the same bank.
PayPal - try PayPal Buyer Protection in the first instance if you funded your payment through PayPal … but I will just alert you that your failure to collect the item is putting you in a poor position for a claim through any means.
Moreover, buying a phone from an eBay seller registered in China is a bad idea. High probability it’s a fake or refurbished with non compliant parts or not able to be used in Australia etc… no warranty… and all the “puffery” in the listing would have been … well, let’s be kind and call it misinformation.
