I need help everyone. I won an auction for 37 ps3 games. The seller only had 1 feedback but it was not for a cheap product that they sold. They told me they were posting it with tracking, and I knew I had paypal protection so i didn't think I had much to worry about.
They posted it on the 10th of december, after a month i opened a paypal claim for item not received (coming from malaysia). Anyway the package arrived today, so the online tracking says it has been delivered. The package is tiny, small rectangle length, and it seems to just be scrunched up paper with the tracking number and customs information on the package. This has never happened to me before so I'm not sure what to do, should I record myself opening the parcel to show there are not 37 games inside?
Do paypal normally make you post the item back if it is no where near what you ordered? The parcel is not even big enough for one game. The current paypal dispute I have is still open and it is requiring my action. I am planning on changing it to item not as described, but just at a loss here for how I should go about it, any help would be appreciated. I have not opened the parcel yet either.

If it came with tracking, I would change it to not as described. Otherwise the seller will win as they can prove tracking.
Rather than video it, take it to your PO and see if they will witness you opening it and provide a Stat Dec to that effect and as to the contents.
Did the 'parcel' have a weight recorded on it anywhere? If the registered weight is obviously less than possible for what you paid for, that would be another avenue. If you do take photos/videos make sure before you start that it is obvious the parcel hasn't been tampered with, if possible.
I would do all of that and send it all to Paypal when requested. If they tell you to send it back, stress to them that there is nothing to send back. If you end up losing you will probably have to go to the Ombudsman for satisfaction. Which would probably be swift.

Oh yeah.
The problem with sending it back is you can bet the seller will say all they got was a parcel with a bit of scrunched up paper in it, not the 37 games, so you would lose that way as well.

You need to change the dispute to Item Not As Described, and then under reasons select Incomplete or missing contents (I'm not sure of the exact wording, but there is an option for parcels received that are missing contents, either in part or wholly).

My son bought 12 seasons of SVU from China and he received a small package, but all the seasons were there, no cases however just the discs in the plastic protective covers, maybe the same with yours. But definitely open at the PO as advised

In a case like this you should change the dispute to not as described and give the reason as incomplete order, opening it in front of somebody unless you collected it from the PO and opened it there before taking it away means nothing, if you were the scammer you could empty it out carefully, reseal it and then make a great show of opening it. Unless the seller rolls over and refunds after the dispute is changed it would be a good idea to call Paypal and ask them what evidence they require.
They may agree to just a Stat Dec from yourself which you would have to fax it to them, if they do make sure you make a note of the name and employee number of the person you spoke to along with the date and time of the call.
They may require you to go to the police station and make a complaint, they should then accept the crime number or report as proof.
Malaysia seems to be the 'in' place for scams and counterfeits at the moment, I don't know what PS games look like but if it is possible to 'pirate' multiple games onto one whatever it is, disk, cartridge or other medium, that may explain the lack of bulk.

Thanks for the advice everyone. Last night I took photos of the sealed package then opened it (before anyone had replied to this). Inside was an empty hair dye box filled with scrunched up paper. The parcel is no bigger than a show and the weight on the parcel shows 340 grams. I spoke to the seller and he claims to not know what happened and asked me to wait til saturday for a refund.
I added the information to paypal, changed it to not as describe and click the box which said like "received a stone instead of a book". Within 20 minutes I got an email from paypal asking me to send the parcel back with tracking, this would have cost over $50.
I rang paypal this morning and the guy sounded surprised that they asked me to send it back. He said that sometimes paypal automatically reaches an outcome when it thinks it has all the information, so basically it ignored the fact that i received an empty box. The paypal person changed the dispute status back to being reviewed by paypal and he added in the new notes, he said that I should receive an email from paypal in the next few days asking for a stat dec. Apparently paypal don't accept photos as evidence as they can be manipulated, just incase anyone didn't know that, it was a surprise to me.
I have just left the top park of the package open, and when the person witnesses the stat dec they will see that the box is not able to be pulled other without cutting the either parcel. So yeah I'm hoping it will works out alright, it was definitely helpful calling paypal.
