Purchased item did not turn up seller not responding claims process goes in circles both through eBay and PayPal and now the item has been removed from my purchas history? all I want is a refund and the only option through eBay and PayPal is messages poor user interface in this area of eBay

Have you used the drop down box in your purchase history to extend the time from 60 days to the whole year?
When you open a dispute in the Resolution Centre the first thing you do is message the seller.....if they are not responsive or do not offer a solution you then have the option to involve ebay.
You have to follow the correct process....you can not just demand a refund.
One thing that does concern me.....you mention an ebay and a paypal dispute. Did you try to open both disputes at the same time? Unfortunately this is not allowed and both disputes will be closed.....and you cannot reopen them.

Essentially under normal circumstances you are correct but circumstances are not normal at present.
there is no way to escalate it now just links back to contact seller even after a month of no contact from seller, and there is no link to get eBay to step in.
In recent months ebay has been extending the time before they will step in due to the delays in the postal systems worldwide.
There is no email for eBay to ask, no phone number that works, I personally know other people having exactly the same problem and we are all long time users, if you haven’t tried the system lately, go and try
The ebay email system is useless....it is bot generated and rarely answers your questions. It has never been recommended as a way to contact ebay. The phone help number has not been operational since early in the year due to the coronavirus lockdown. The only way to contact ebay is via Live Chat.
Yes, other members have come to the boards with similar complaints as yours and your friends.....there are plenty of threads alreay opened.
My suggestion is message through eBay First and escalate through PayPal (If you can find the way in )If this is your recommended course of action then I can almost guarantee you will not get a refund.
If you open a dispute in ebay you must escalate it in ebay to get a refund.
If you open a dispute in paypal at the same time BOTH disputes will be closed and you cannot reopen them.
If your ebay dispute fails you can try again in paypal....but not the other way round.
