Listing 254519026149 coming from China after a long time never arrived the vendor got me to make several time consuming tracking checks, still no item.. Riased dispute with Ebay vendor promised to send another so I waited in good faith, never came. Ebay has cloased case due no action in the mean time. There is no way to contact EABY? or any other help? or consumer affiars agency that can help me?

Three months is not all that long for items from China at the moment....the item may still arrive. I hope you will repay if you get the item after getting a refund.
However you have allowed the seller to string you along until the ebay dispute has timed out.
The call centre is closed due to the coronavirus and I doubt that Live Chat would be very helpful in your case.
Just go to the payal Resolution Centre and open a dispute there.....you have 6 months to do that.

Why are so many people who choose to buy from overseas (especially when they are well aware of the massive postal delays around the world as a result of the Coronavirus ) so obsessed with wanting to contact consumer affairs?
You have been given excellent advice, so don’t wait past six months to do anything

What tracking check process are you following that is time consiming? I've never had to do more than copy/paste a tracking number into a website and click 'submit'.

As it's now too late to make a claim through eBay, you must go through PayPal, as lyndal has said.
PayPal Buyer Protection - Open a Dispute
You can still open a claim in PayPal using PayPal Buyer Protection (you have up to 180 days to open a dispute, and once you've opened the dispute, you must escalate the dispute to a claim NO LATER than 20 days after opening the dispute).
Do not - absolutely do NOT - close the dispute without getting your full refund. The seller could promise a refund, tell you that you need to close the dispute in order to get the refund, and that would be that - you'd be stuck from that moment onwards, because once closed a PayPal dispute can't be re-opened.
(Sellers promising refunds and trying to manipulate buyers into closing disputes is a well-known tactic.)
