I purchased an item last month and the seller said that the item was sent on the 27/06. I still haven't received it and when I contacted the seller they said that they will offer me a refund. I ended up being the only bidder and so the item was very cheap. The seller said that they would give me a refund for it but I honeslty believe that this seller didn't want to sell it due to its low price.
When I asked about the item in more detail (ie when was the package sent and how) I got this response:
I sent it using a prepaid satchel. I dropped it off in the mailbox on the corner of lt. Lonsdale and spring st (i dont think this will be helpful at all, but anyway).
Actually it was a registered satchel with tracking, but since i have never had problems with the post before, i threw the tracking number away.. Too bad.
is there anything I can do? maybe report this seller?

I forgive you bsal, I would have told OP how as well, but, same as you never had to do one, so I dropped you right in it!!
I think you go to the item purchased, at the right hand side click on the drop down box, 'resolve a problem' , then choose 'item not received', you then escalate to a claim in 4 days? and close 5 days after that?? Then you get your money refunded form paypal, so you have lost nothing.
Stick around OP, someone who actually nows what they are talking about will be along soon

If he's already offered a refund I would just take it and leave it at that. I'm a pretty easy going person though and like to give people the benifit of the doubt.
I have had parcels lost on me so I do know it happens. I wouldn't ever consider telling someone I'd posted something I hadn't. There'll be more advice shortly I'm sure (probably along the lines of "tie them up and flay them" :^O)

I gotta stop double posting! (I will when eBay introduces an "edit post" button)
If you do wanna open a dispute, click:
My eBay>Purchase History>More actions>Resolve a problem
then you will see your options. Havent done an INR case for ages but I think it'll log you into paypal and you start the dispute process there....I THINK

Report them for what?
Even if the seller did want to sell it for more (Which you have no proof of anyway) You can't force them to sell it to you..
Just accept the refund and move on

Tell the seller that you are happy to accept the refund and can they do it within the next 24 hrs or a dispute will be initiated.
The seller is obviously lying and do not care at all.
After they have refunded you leave feedback to advise others of the less than helpful antics of the seller.
To open a dispute go to your paypal account and open up the page for that payment and at the bottom is a resolution center link.
Click on that and go from there.
They could have refunded you straight away when they message you if they have not all ready.

is there anything I can do?
Yes, leave them a factual neg feedback. Had they not concocted the story about sending a tracked satchel and throwing the number away I may have given them the benefit of the doubt and left no feedback or a neut.
Keep a look out for it being re-listed and if it is then leave a follow up to the neg drawing attention to the fact.
