From the Help page:
http://pages.ebay.com.au/help/policies/money-back-guarantee.html
If your purchase is outside this timeframe you can open a dispute in PayPal.

The MBG should be valid for up to 30 days past the last delivery estimate by eBay cupboards as said.
If it hasn't been 30 days past that estimate, then contact eBay and get a call-back from them and ask to speak to a supervisor.
As said you can still go via Paypal but remember if you want their limited refund for return postage you must sign up for it before you open a case with them.

No harm in calling ebay, they can often be quite reasonable especially if you use the call me back option,
If they won't do anything then make sure you are signed up for the 8 free returns in a year offer in Paypal and then open a dispute through them.
