I bought an item on 29/7/2023 and the wrong item was sent. The seller admitted the error and said the correct item would be sent and sent me a postage label for me to return the item which I did. The correct item never arrived so I asked if I could cancel the order. All correspondence was sent via eBay. My request was agreed to
but the $43 refund has never arrived. I am unable to resolve this problem via an automated help system but how do I get to talk with a human? - giralangirl

BUT did you actually follow the correct policy for the money back guarantee or did you just message the seller and 'do what they said'
If you did indeed follow policy, did you upload the return tracking number in the dispute ?
As it was July, you are way over the time limit now if the correct policy was not followed to start with

Was the return tracked? If so, you have evidence of the returned item being delivered. In that case, assuming you paid by PayPal, you can still get a refund through PayPal Buyer Protection which has a timeframe of 180 days from the date of the transaction.
As sandypebbles says, you’re out of time for eBay’s MBG which has a timeframe of 30 business days from the date of delivery or Estimated Delivery Date. Even if you opened a refund request/case/dispute in the timeframe, you seem not to have escalated the case within 21 days of opening it so that eBay would “step in” and provide the refund (which they’d then deduct from seller)… so it’s a long shot that you’d be able to get any resolution now from eBay.
You could always try, I suppose … so the first thing to do is to request a review of the case and provide the tracking number as evidence (and of course it should show delivery status). If necessary use live chat.
If you didn’t open a proper case but just messaged the seller, you’re out of luck. Then proceed straight to PayPal. You will still need proof of return (delivery status on tracked delivery.)
Last resort if neither eBay nor PayPal can help would be your card issuer, which is usually your bank, assuming that you funded the purchase through PayPal (for instance) with credit or debit card. Contact your bank and ask for chargeback.
