My credit card has an American billing address. Can I use it to order an item to be delivered to my Australian address? Please advise.

If that is the card connected to your paypal account then that is the card you can use.

It might be helpful to the seller if you advise them in advance that you want the item shipped to an Australian address though.

if paypal have allowed you to set up your Paypal account with that card then yes you can use it. When you go thru checkout you must put in the details of the address you wish the item sent to.  A seller MUST send to the address given in Paypal checkout to be covered by Payapal's Seller Protection
