Did you follow it up within the timeframe given?
Did you open the correct dispute for the problem? (item not received)
Did eBay find in favour of the seller because tracking proved delivery?
Did you open an eBay dispute and PayPal dispute at the same time?
Have you contact Bay to appeal?
eBay will side with the buyer 99% of the time IF the correct procedure is followed

Ebay gives you all the tools you need to handle a dispute, but you need to actually use them to ensure you either get your item or your money back.
Without more details from you, we an only guess what happened.

If you bought the item less than 6 months ago and used PayPal to pay, you could still open a dispute in PayPal, but if the seller had provided a tracking number and the item was safe dropped and stolen or delivered to your neighbour for example, PayPal will side with the seller too if the item shows as "delivered".
We really need to know more.
