I purchased a presale item in july 2020 and was in communication with the seller, but it has never arrived.
It is now 9 months since and I cant request a refund from ebay as the order number cant be found.
The seller has stopped communicating with me just when teh order expired.
How can I get a refund or even request a refund in these circumstances?
I hope someone can help

Your only option is that if you purchased it with a creditcard you can ask your bank to do a charge back otherwise you can't do anything about it because you only have 30 days in ebay to open a case and only 180 days in PayPal and as these options have expired you have lost your money and item.
You should never let a seller string you along about any BS and you should always learn what the policy regarding items not delivered is.

Yup, only ever do pre sale with a BM store - they only ask for a deposit, and you know where to go if anything goes pear shaped.
I can imagine many PS5's will be the subject of INR, the easiest scam in the world coz buyers know they have to wait, and of course the wait time depletes the time given for any chance of resolution. Perfect for the scam sellers

@owspi_80,
Why, oh, WHY did you wait for 9 months!!!!!
As said by everyone else here, under PayPal Buyer Protection you have 6 months from the date of purchasing - exactly that and not one day more. (Not even one second more, quite literally.)
Under eBay's MBG you have 30 days from the EDD (Estimated Date of Delivery). Once the EDD arrived, you should not have allowed the communication from the seller to prevent you from requesting a full refund.
I have very grave doubts that you would be able to ask your card provider (presumably a bank) to do a chargeback. Most seem to have a chargeback timeframe of 6 months from the transaction date. But... it's certainly worth trying.

Ebay only allows presale items to be listed for 3 weeks prior to the release date.
Why would you wait for any longer than a couple of weeks past the release date before asking for a refund if the item had not arrived.
