A week ago (on the 14th) I bought a DVD from a power seller. Today, I was told that the DVD arrived at their warehouse today but was damaged in transit, so I can either wait for them to receive another shipment (no thanks!) or receive a refund. I went with the refund, but I'm a little annoyed that it took them a week to tell me they didn't even have the DVD in stock. I was expecting to get it in the mail sometime this week, and now it turns out it was never even in stock.
What sort of feedback should I give? I feel a negative is too harsh since I did receive a refund, but is a neutral too harsh too?

Feedback is meant to be a reflection of how YOU felt the transaction went.

Some sellers don't like receiving neutral feedback but it's harmless compared to a neg.
Leave the type of feedback you believe is appropriate. You can mark their communication DSR down to 1 also.

Before you leave any feedback, check the listing again. If it is clearly noted anywhere that item's may be shipped from OS, or OOS items may be delayed, then you were warned as the buyer.
If not, then I think a neutral - once you have your refund.

As suggested, check the listing again for something OS shipping. If no mention of it then leave them a big red neg for being a fraudulent seller and not having the item to sell.
