Received email from seller , stated item is out of stock and will be issued with a full refund, but I am still waiting for it. The seller is a pro seller (OO) and has a promotion running, is there any way to get my money back quicker? I have emailed seller and explained that I need the funds to buy similar laptop, but no reply. Any help? Thanks

Has the refund actually been issued? If you paid via PayPal and funded the payment with a credit card, the refund can sometimes take a few business days to be credited back to your card (it won't go to your PayPal account).
I ask my buyers to wait a maximum of 24 hours for me to process a refund during the week (not for out of stock or anything, just for things like postage overages), and that's just because I prefer to process and issue any refunds due once per day, after all of the mail for that day has gone out (makes everything so much easier to keep track of than to have to continually update who requires a refund, who has had one issued etc) - a higher volume seller may have a longer duration for that sort of thing, but (and it's a big but IMHO), in situations like this (eg if I have to issue a refund for anything that is non-optional, like if an item was faulty on arrival, I miscounted and didn't send the full amount or something), then it's processed immediately.
So, I guess what I'm saying is, some sellers have set times they will process refunds and stick to that in all cases, but they should advise when to expect the refund. I personally don't feel it's reasonable to have to wait for too long for one in a case like this, and if they are non-responsive to messages (and I would give them about 2 business days to reply to an initial message, then 1-2 business days further to reply to a follow-up message, on the odd chance the first one didn't make it through), then I would start looking at opening a dispute.

I am still waiting for my refund, and I paid via paypal, so if seller refund my money , could reuse to buy similar laptop , its around $500, quite a bit of money for me. If the seller can emailed me regarding out of stock, surely seller could just click refund button somewhere.
Wondering, how could I get my money quicker ?

Yes, it is relatively easy to issue a full refund refund straight away for an ebay purchase paid for via PayPal - the main reason sellers will have set times they issue all outstanding refunds is because, if they're like me, they sell across multiple venues, and accept multiple types of payment, so it's easier to log refunds due over a little bit of time, and then do them all at once.
But, as I said, in cases like this I would expect an immediate refund, since the seller has already inconvenienced you by being out of stock and so forth.
You could open a dispute or eBay request, it would have to be an INR (item not received) though, and I'm guessing the purchase is quite recent, so an eBay request probably isn't possible yet, which leaves a PayPal dispute and that will still rely on the seller responding to it and agreeing to the refund, otherwise it can take a minimum of 10 days for PayPal to review and process the refund, so if you can get in touch with the seller and get them to understand the urgency, things may go a bit quicker.

We understand that you paid with paypal, but how did you fund that payment?
If it was from a bank account and you have no credit card attached to your paypal account, the payment may take several days to clear to the seller. He cannot refund till the payment clears.
If you funded the ayment with a credit or Visa debit card the refund will go back to the card account and can take up to a week to show.
Have you allowed enough time for either of these transfers to show.
You can check if a refund has been actioned by finding the transaction in your paypal account and see if it is showing as being reversed by the seller.
If possible, avoid a paypal claim as it can take 10 days or more to achieve a result.

Bought on Jan 6 in the morning , then received email from seller so I emailed back with explanations. After 4 emails later , still no refund and no email. I agreed, if seller can understand the urgency, things may go a bit quicker., but If I have to do the ebay / paypal processs , I will miss the OO offer. I can only do INR after next Wednesday

Why do you want to buy something else from OO? They have already stuffed you around and will likely do the same with the next purchase.
Big Box retailers are notorious for being out of stock for eBay sales (especially during promotions), while amazingly still being able to find goods purchased through their own websites (or stores, for most). If OO was fair dinkum they would have offered you an equivalent. They didn't.
Probably because they don't actually want to sell on eBay, but use it as an advertising platform. An anchor store is only 500 bucks a month which most BBRs would consider cheap advertising.
As Lyndal said, if you funded your payment with a credit/debit card the refund will go to the card, not your Paypal account.
