Hi All,
I just received a refund for an INR (was actually out of stock when purchased) through PayPal and there was a fee attached to the refund that was taken from the total amount. Is this something new? I have had refunds before with no fees.
Seems a bit harsh if you now have to pay to get your money back.

:^O.... 110% refund... that's hilarious.... no, the total amount received from the two payment = the total amount paid minus the fee, which has been taken by PayPal not the seller.
just had a thought.... is there currency conversion involved in this refund?
That can change the value of your refund too.

I think it is just a glitch in the system, it's not a huge drama, just wondering if it has happened to anyone else. Of course the winner here is PayPal as usual

No, I do not think it is a glitch; it happened because the seller cannot refund 2x, once they issued a partial refund the option of refunding will most likely disappear. If that is the case they would have to just send you the money. BUT you should be able to tell by reading the message PP sent you; did it say "you have received money" OR "you have received refund".

If the seller did a refund as a send money payment to you then there would be a fee for you for accepting the payment just like a seller gets when buyers pay them..

The first payment says "partial refund" and second says "payment received" but has refund in the Subject Title.
I can confuse things a little more by giving a comparison..... I had a SNAD dispute a while back, after returning the item the seller agreed and refunded the purchase price and realizing the error of his ways offered to refund the return postage, which I accepted. The two payments were separate one said "refund" for item (no fee) the other said just "payment received" and also had no fee attached.
The PayPal receipts are identical from this example with no fee and the current one with a fee, except for this notice box at the top of the current receipt....
This might be a reason behind the difference?

That is not so, it doesn't matter how many partial refunds are voluntarily given as long as there is any money outstanding a dispute can be opened.
The seller has almost certainly made a payment, not actioned a refund hence the fee. They are rather silly if this is what they have done as it will not have closed the dispute and the OP can still escalate to a claim and will get the money back as a refund, they can then send the seller a payment of the net amount already received as a payment, not a refund and they will have to pay a fee at their end ]:)

If you are sending money to somebody through PP you can choose between 2 options; one is that the recipient pays the fee, and the other the sender pays the fee. Obviously your seller chose not to pay it himself. Was it much? You can either ask him for the difference, or just forget it and mark some of his stars down bit when leaving FB.

They have sent you a payment rather than a refund so that is why there was a fee taken out as you pay to receive a payment but not a refund when issued by the Issue refund link.

When you are in your PP account and view all the transactions there does it show as
date Refund from *sellers name** Completed Details Gross Amount Net Amount
If that shows with their payment it was a refund.
If this shows
date Payment from *sellers name** Completed Details Gross Amount Net Amount
Then seller has done a payment and not a refund which will incur a fee.
As said if your dispute has been escalated then you will get that refunded as well so you need to close the dispute or you will be paid 2 times.

Thanks for the help everyone.
I think ***super_nova*** has it........ It is becoming obvious there must be 2 options, as I said, I have had payment before with no fees.
Unfortunately, when I received the final amount, on the "My Transactions" front page it showed the right amount that was transferred, but I didn't notice the difference in the PayPal balance and I closed the case...... I thought it should have closed automatically..... Doh!
But don't worry, I've learnt my lesson and the nearly $3 I lost will remind me to be more vigilant in the future and something for others to be aware of.
