Promo codes NEVER work

My accont is registered in Australia and I've logged into paypal but it doesn't matter which code I use or when they always say "This code could not be applied to your order".

This has gone on approx a year now. Will it ever be fixed?

You would need to ask eBay (although most likely they will tell you 'within 24-48 hours' as that is their go to response much of the item

But I assume the ones you have tried meet all the t&c listed ?

Usually there is a minimum spend (not including postage)

Usually the seller needs to be registered in Australia (NOT just where the item is said to be coming from)

Often only certain items are included

Sometimes the code is only for eBay Plus members

There's one I've seen a few times that onlly works on the eBay phone app.  Absolutely useless to me.

Another you have buy from Oz sellers, but most I get are minimum spending amounts that are too high (even if you put everything in the cart).

You need to look at T&C's for each code first before buying.

Or add the items to the cart and test it in the cart before committing to buy.

It used to be that your email address for your ebay account and your paypal account had to be the same. It used to be stated in the terms but hasn't been for a while, but maybe it still applies anyway.

If all else fails, open a new account and see whether that works any better. I'd definitely try using the cart if you haven't already, as has been suggested.

You put the discount code in ebay at checkout, not in paypal... 

And the code is only valid for the item it shows on, when you are in the ebay checkout is says at the bottom (promo code0 you add the code, ebay automatically re calculates your total showing the discount and new total, you then proceed to make payment.. I've used the discount promo codes 100's of times without any issue.
