I've no idea on postage times from Poland, but as regards opening a dispute for non-arrival with eBay you have 30 days past the last ETA to do it, I have usually left it until 25 - 28 days to open one.

USPS is the US Postal service, so it's unlikely a seller in Poland would be using it.
Given the current situation, as padi said.
If you do recive them after the case is closed, you can always repay the seller.

I'm not sure what USPS has to do with it because as said, it's the US Postal Service. Did they list it on ebay.com and it somehow came up as being sold under the global shipping program? If that's the case, postage will be REALLY slow.
I received a small parcel on Thursday from The Netherlands and it took a bit over a month from when it was posted.
