Returning faulty item overseas

Item purchased new from the UK that has arrived non working. Wasn't packed terribly well and could have been damaged in transit as there's minor damage to the box but really hard to tell.

I've contacted the seller who has given some troubleshooting advice which I've tried unsuccessfully. Seller says send it back for replacement under warranty however postage is over $31 to return it. It's 3/4 of the cost of the item and postage. Seller hasn't offered to cover costs. It's a bit unfair for me to pay that as much as it's unfair for them to pay as well.

Does the seller cop this if I return it or does eBay pay?

In that case you have no option but to do a paypal dispute.
