This seller sends empty envelopes in place of the items purchased. He cannot be contacted via emai, text or phone and never responds. The item i purchased was the KODI box. Australia Post notified me that the tracking number was on a document only envelope that he purposly sent to the incorrect address nearby just to confuse the delivery centre and then it is listed as delivered and I cant be refunded< I am fighting this further but ebay and paypal do not care. This seller is a fake chinese scammer and I disgusted he is still selling on ebay. Because he is so good at this a suspect most people would give up as I have spent hours on phone calls and emails. That way he knows my negative feedback (and all the others he scams) will not be shown on ebay.

Have you spoken to a supervisor at ebay?
Do you have it in writing from Australia Post that the tracking number was on a document only envelope?
Don't give up, ebay 99.9% times side with the buyer no matter what
Also contact Paypal agin and see if you can speak with a supervisor there
Sellers also need to send to the address given in Paypal, so also let them know about it being sent elsewhere
If all else fails, get onto ACORN and see what they say

That seller hasn't good feedback to begin with.
I wouldn't have purchased from them.
Unfortunately all PayPal require is proof of postage, not delivery.
But as suggested if the seller sent it to an address not showing in PayPal, seller doesn't have protection.
That is PayPal's own policy and you should cite that to them.

Seriously mods, you're moving threads that are a year old? Why not lock them instead. Much easier and much quicker than moving threads that are long dead.
