I won a microscope in an auction and paid immediately as I usually do.
Then the vendor refused the Paypal payment, saying he wouldn't accept Paypal and claimed an increase in the post/packing costs though it has been automatically calculated at the time of sale.
How valid is all that?
What can I do about it except wait until the 10 days have expired and raise an issue?

You do not need to wait to raise an issue.
I am not sure if you can open INR as the payment has been returned to you, but you can most certainly report this seller as they are refusing to accept a safe payment method.
It is only a small amount, but even so, I would not be talked into bank deposit. They must offer at least one safe payment method.

if its the seller from Nerang QLD they have other items listed with paypal as payment

Yes they do, they have to list at least one safe payment method ot the listing won't be accepted, but what is happenning is once payment is made the seller is refunding or rejecting the paypal payment and asking the buyer to pay again using another method.

eBay has asked me to get in touch with him and I got his phone number but it doesn't work.
i'll have to tell paypal - who've got the payment hanging there however they do that, where he won't accept it - to give up on it and I'll just leave honest feedback: this guy is a crook and leave it at that.

the phone number is genuine 07 and then the 8 digits, don't know about the seller though
he is doing the wrong thing in his listing by saying cash or bank deposit only - you must offer a safe method - paypal, paymate or credit card.
I think I would try and get my money back from paypal and move on - leaving appropriate feedback

If the phone number ebay has for him does not work you can report the seller for 'false or missing contact information'.

Follow advice already given - open dispute - get your refund and move on
