I'm sure I'm missing something here. But I was under the impression that at least one payment option from a seller had to have buyer protection. I ran a quick Ebay & Google search and don't seem to have found much supporting this however.
A seller has recently listed a number of items I'm interested in bidding on. Despite having the Paypal option as an accepted payment, they've specifically noted in the listing that they don't accept Paypal.
Essentially they only have COD & Bank Deposit only. But I think the seller has confused COD as pickup only which they have also specifically noted is not available.
I basically only purchase through Paypal because of the buyer protection, I am aware of others BP options, but these aren't offered by the seller either.
Can they do this?

Yes they can so that's why you steer clear of them and buy elsewhere

Hi , no they can not say they will not except PP and it is in breach of the rules. You can report it to eBay if you wish. Paying threw PP is the only way you should do business for peace of mind at least.
It will be at your own risk if you do not use the forced PayPal system when purchasing on eBay.

Sellers don't need to accept paypal if they are selling cars,realestate,bikes or business's etc.And they can accept paymate or credit card instead of paypal for all other items

You can buy and make payment any way you like but if you want PP and eBay to protect you, you must use PP. And the seller is in breach of the rules if they refuse to accept a PP payment for an eBay sale.

Exceptions to policy

Safer payment method requirements
For most categories of listings on eBay.com.au, sellers need to offer at least one of the following safer payment choices:
PayPal
Paymate
Credit card processed through the seller's Internet merchant account

Thanks all to make it clear it's for 2nd hand IT items (Ram, CPU's etc...). I know Vehicles & Real Estate fall under a totally different set of rules.

If a seller offers paymate OR credit card as payment options they do NOT have to offer paypal.
They MUST offer at least one safe payment method.

OP the bottom line is if there is no buyer protection for you then don't bid or buy
