Seller issued refund with echeck and it has not cleared

I am going around in circles with no help. I have been issued a refund using a echeck which is not clearing and should of been cleared days ago according to paypal. The seller will not help and because of the corona virus I am unable to get help with either Ebay or Paypal I am unable to open a case because it is showing that the refund has been issued even though It has not been cleared and I have not recieved it. The seller is not being helpful and is blaming me as I asked for a refund which was actually a cancelation of my order after I had paid.

Firstly a seller is not obligated to cancelling a transaction as they are charged fees immediately you click buy and confirm.

That is why it is a two step process so a purchase cannot be made in error.

 

Secondly the seller has probably not chosen to use an e-cheque, that is usually PayPal so PP are not charged fees should there be insufficient funds in the seller's account. It is all out of the sellers control.

 

I have had to wait for O.O.S. refunds for 7-8 workings days before and with skeleton staff working at present you will simply need to be patient.

Use the "message us" option at the end of this Help & Contact page (PayPal) - you may need to wait a little longer than usual for a reply, so ensure you have provided all of the relevant info (transaction ID, etc).

I can't know for sure why this would have happened, but usually if a refund goes through as an echeque, it's because there's no funds in the seller's account, or no instant funding source like a credit card. This can happen even if you paid immediately with an instant payment and you ask to refund straight away, because the seller has to refund you the full amount you paid, but doesn't ever receive the full amount you paid, so they have to at least partially refund out of their own pocket in every single case. If they had no other money in their account at the time except for your payment, PayPal would have refunded what was left of your payment, then tried to draw the extra funds from the seller's bank account or credit card. If there was no extra to draw from, the refund will probably fail.

The seller WAS very helpful by agreeing to cancel your purchase, which they were under no obligation to do so

 

They could have easily opened an unpaid item dispute and given you a strike

 

They have done more than enough to help you, now it is your turn to be patient, just as you have cost the seller a genuine sale

I know exactly why this happens. I'll explain from my end what I do. I never leave money in paypal. I transfer it to my bank account fairly quickly after payment. Further, I then transfer to a secondary bank account, purely because I've been hacked into before and they can only access my primary account so I get the money out of there.

 

So what happens then when I need to refund a buyer? Paypal have to source the funds from my bank, so it becomes an e cheque and in my experience can take up to 10 days to clear. It is incredibly slow. I had a refund to do a few weeks ago and gave the buyer the choice, to wait a day or so until more payments came in (auctions were ending, money would have come in), whereby I could put the refund through and it would be instant, or do it immediately for them, but it would go into pending and they could be in for a wait. They opted for immediately and it took pretty close to that 10 days I think, seemed to take forever. A day later I could have done an instant refund. 

 

But anyway, I hope that puts you at ease that it is usually just because the process is very slow. Any longer than 2 weeks maximum and I'd be trying to contact paypal but it should go through before then

With regard to contacting them, good luck there. I've been trying to appeal a case, large sum of money lost to a cockroach scammer, and I can't get in touch with them. I just keep leaving feedback with detail which I'm sure is never actually read. Bots running it atm. Hope they get some staff back soon. It's open slather for scammers. I'm making a lot of my listings pick up only and cancelling a lot of bids if they look dodgy. I'd rather loose money and still have a saleable item

Bear, get off the juice. The OP had paid, so an UPI couldn't be opened. If they hadn't paid, then there wouldn't be the issue of having been refunded by an eCheque. Sheesh.

 

Posting with a different ID doesn't stop some of your posts sounding completely ridiculous. Like this one.

Type a product name
