eBay's CS are correct, there's nothing you can do until the final ETA has passed.
Does the seller's feedback show any red flags, or is this their first sale ?
What is the item number ?

Go to the seller's feedback page and see where they are registered. It's up the top under their username. They could be drop shipping from China, which could be why the tracking number isn't working at the moment.
Chinese sellers often have someone in Australia that can generate a postage label. You see the item as being shipped, but the tracking doesn't work. Then, several weeks later, the tracking number suddenly works and the item turns up.
Rest assured, as long as you follow the correct procedures, you won't lose your money if the item isn't sent. If you're not sure what to do, please let the members here know and we can guide you through the process.

What is the estimated delivery? If it is not so close, the seller could indeed be drop shipping from China (and sometimes they could be drop shipping also if the ETA is close if they are registered overseas with a partner here and they run out of stock in their Aussie warehouse).
Your money is not lost. If the seller really is a scammer, you will get it back, but you have to wait until the last day of the estimated delivery. If you can prove that the seller is a scammer beyond a doubt, you might get it back earlier (I have seen a couple of cases here), but if not (which is the majority of cases), you will have to wait.
