Have not come across this situation before in over 10 years of trading with Ebay.
What is my next step to take?

You are talking to members here, not eBay. If you want a response from eBay you will probably be waiting at least 48 hours.
Let's see - 9 May. A Friday; 17.30. That's 10 days ago, 4 of which were weekends. So, 6 (5 probably) working days. Well within Australia Post's standard time to deliver around the corner, depending on the seller's handling time. 2-7 days, btw.
Have you bothered to contact the seller?
You have another month to invoke Paypal buyer protection if you end up not receiving your item, but you are jumping the gun here.
Oh, yeah, you're not allowed to name other members on the boards.

Have you spoken to the seller? What reason are they giving for not sending the item.

I'd guess that the seller is refusing to send the item because it sold for $6.50 with Free Post and the postage alone is going to be more than that.
The seller is a newbie so if it was me I would help them with cancelling the transaction on eBay and PayPal.
Check your PayPal account to see if the payment is still showing as Unclaimed and if it is, you can Cancel it.

Have spoken to seller, advertised "Free Postage" but will not send because he says " will cost me $10 to send"
Recons it's not worth him sending. I have paid by Paypal which has come out of my bank account. Suggestions.
