So I purchased an iphone and the seller sent me a partial refund after I asked for a full refund. He has not sent the item. How do I deny this partial refund because Id rather have the item than a partial refund.

If you paid by Paypal then you don't have to refuse the partial refund, if they are not going to send the item just open an item not received dispute and escalate to a claim asap and you will get a refud of the remainder.
If they have or are going to send it then the partial refund may be because postage was less than they thought or there was some cosmetic damage they did not notice, unless they included a message with the Paypal refund who knows.

As PJ said, most probably a refund for overpaid postage and handling. Why not ask the seller if you are not sure why you got a partial refund.
Unfortunately ebay isn't able to adjust postage costs accurately when multiple items are purchased from one seller. It is up to the seller to do this and if a buyer pays before the adjustment is done, most sellers make a refund of the overpaid postage.

The OP said they asked for a refund after paying for the phone so maybe they only wanted 3 of the 4 phones they purchased?
4 iphones all about $350 each and all located in Australia.
