Won an auction on the 18th Feb, tried to pay but PayPal had it under "unclaimed" due to sellers email not being set up with PayPal.
Emailed them about 4 times asking them to set it up within these 13 days and told them they have until today at 8PM to fix or I'd cancel PayPal transaction and that I'd report them.
However the resolution center is getting me knowhere and I'm starting to get annoyed with it, so heres my question.
How do I report said seller, since eBays resolution center keeps sening me into a infinite loop with no clear way of contacting eBay to cancel purchase and reporting, how do I go around getting it reported as I do not wish to have this idiot of a seller trying to file an unpaid item dispute and try to put a blemish on my 100% feedback score.
I have already canceled the transaction and the money is back in my PayPal account.
Any help would be appriciated, thanks.

The stupid thing about the whole thing is his account activity, with relisting some items and buying from a seller so there really is no excuse for ignoring emails.
I was hoping to get the seller banned from eBay tbh, but I guess it won't happen and it really isn't a big deal compared to other peoples transaction problems.

There is no need for you to cancel the transaction as it is the seller that pays for not canceling not the buyer.
All you can do is leave neg feedback stating seller did not claim payment after paying.
And then move on there is nothing more you can do.

-- if he tries the Non payer dispute you have the transaction number of the failed payment to fall back on as proof of trying to pay
.. and dont worry about your 100%, it is impossible for a buyer to have anything but 100% as it has been many many years since a Seller was allowed to leave a neg. feedback.
as already stated just leave him a neg. and move on
