Vendor agreed to replace purchased item due to a fault, extended correspondence/ contact over a couple of Months, still no replacement and no further replies to my correspondence. Given the situation am I eligible for eBay Buyer Protection and if so how do I go about reporting the matter and making a claim?

Not after all this time through eBay, no
Time limit for an item not as described dispute/item not received dispute is 30 days after the last estimated delivery date.
Why did you allow the seller to string you along so long?
They did that so you would leave it too late and not be able to open a dispute
No need for extended contact etc etc
Open and follow through with a dispute when it happens
No need to do anything else, or go back and forth
If you paid with PayPal, you have 180 days there
Of the 2 two most recent feedback you have, one from a seller in China with questionable feedback, the other in Australia with terrible feedback. Neither had any intention of sending a replacement

As sandypebbles has posted, no - 30 days is the MBG timeframe.
Please - for your own benefit - please read the MBG policy page / help page. The timeframes are to the nanosecond. https://www.ebay.com.au/help/policies/ebay-money-back-guarantee-policy/ebay-money-back-guarantee-pol...
Unfortunately some sellers (and it’s an unfortunate matter that mostly this applies to Chinese sellers) will string along their buyers until the MBG timeframe runs out.
As sandy has mentioned, your best chance now of being refunded is if you paid through PayPal. PayPal's Buyer Protection has a timeframe of 180 days from the date of the transaction.
If you didn’t use PayPal, but did find the purchase with your credit or debit card, you may still be covered by your card issuer and may therefore be able to ask your bank for a chargeback. This is iffy - because while the longest timeframe I’ve seen for a chargeback is 6 months, it’s more frequently 3 or perhaps 4 months (and could be 2 months or even just 1 month). It varies between banks and even the specific card.

Nope, you've done your dash and allowed a seller to give you the run around till they were reasonably confident you couldn't make a claim or at least not on ebay.
If you paid via paypal though you can claim on that, as others have said.
On ebay, never agree to a replacement (it just blows out the time and you may go over the deadline). But in any case, always watch the date and once it gets anywhere near 30 days after the delivery, open an ebay claim for item not received, even if a seller swears black and blue they have sent a replacement or whatever.
You're best to just ask for a refund, you can always buy another one later.

That's not quite right. Given the item was faulty, if it had tracking, the buyer would immediately lose if they did that. The best option would be to stick with the truth.
Under the circumstances, the correct course of action would be to open a return request and select the reason "Item is defective".

You're correct, I was getting muddled with the replacement not arriving, I think, which is why I said not received.
But for sure, a case should be opend for the defective item.
The more I read these pages, the more it seems some sellers try to fob off buyers of defective items by saying they will send a replacement and often they don't follow through.

Ahrr, just realised after timeframe. They lied International item UK to AU. They lied. They keep replying wait 2~3 days and reply after a week. I thought it is UK time. Intentionally, they just jump out from timeframe. Whatever next ebay process, just rejection of return. no Appeal. I learnt a pain lesson from Chinese seller. Never trust them. haha.. I should have used Paypal not AfterPay at least covered.

Registered in China
Dodgy feedback
Huge number of their items being safety hazards for unbranded rubbish that do not comply with Australian safety standards
I would have hit the back button quick smart
You have 30 days from the latest estimated delivery date to open and follow through with a dispute
No reason to play along with any seller that long
