Based on your responses, appears you can not actually help. Rather only ebay, who can not be sensibly contacted.
Right now nothing better than listening to a lie when you already know the truths.
Because this surely demonstrates accepting payments without a genuine intention then to supply.

Most members here will say to avoid high-volume sellers with less than 99.5% feedback, unless you are prepared to have trouble with them.

Yes they can, go to the link below and scroll to the bottom and use "chat with us" option.

Further, you can not telephone ebay 1800 322 928 as their voice message is automated too.

If the suggestions I've made for you to avoid the pitfalls with buying on eBay are unacceptable to you, then just carry on as you were doing, but expect problems in the future if you can't or wont exercise due diligence in buying on-line.
