Isn't it typical for electonics sellers to advertise up big warranties of their sale goods (like 5 years on good-quality memory cards) just to suck you in for a purchase and then when the item fails (of course outside the 45 days PayPal limit) they refuse to answer all emails for help and assistance.

Yes it is always the retailer's responsibility if goods are not fit for the purpose for a reasonable time BUT and it is a big but we are talking here about the OP buying a probably fake product which has probably been hacked to make it appear to have more storage than it actually has.
If it was purchased BIN from an Australian registered business then you could, if you think it worth it, go through the small claims court and get your money back but the chances are they are not in Australia and so you have no redress unless you funded your Paypal payment with a credit card then you can go to your card provider and ask them to do a chargeback.
There are ways you can test things like memory cards, usb storage etc but I have no idea how as it is on the long list of things I would never buy on ebay but if I did I would be checking out that it was genuine both in manufacture and storage capacity long before the Paypal 45 day limit was up.
