If it is too late to open a dispute there is nothing you can do through ebay or paypal.
If you funded a paypal payment with a credit card or Visa debit card you can approach your bank about a chargeback.

what you should do is make sure you apply for your refund before it is too late. paypal clearly set out their terms for claiming a refund, stay and work within those terms and you are fully protected.

If you paid by PayPal linked to a card, or directly by credit or debit card, ask your bank for a charge-back. The sooner you start, the greater chance you might have.
Even if your bank can't recover funds, eBay encourages you to report the seller's activities & non-responsiveness. It's not a resolution for you but could save other buyers from similar bad experiences. Leave honest and factual feedback.
