If it is too late to open a dispute there is nothing you can do through ebay or paypal.

If you funded a paypal payment with a credit card or Visa debit card you can approach your bank about a chargeback.

what you should do is make sure you apply for your refund before it is too late. paypal clearly set out their terms for claiming a refund, stay and work within those terms and you are fully protected.

If you paid by PayPal linked to a card, or directly by credit or debit card, ask your bank for a charge-back. The sooner you start, the greater chance you might have.

Even if your bank can't recover funds, eBay encourages you to report the seller's activities & non-responsiveness. It's not a resolution for you but could save other buyers from similar bad experiences. Leave honest and factual feedback.

As everyone has said, don't let the 45 days you have with Paypal protection go past.

If it has, contact your bank for a chargeback, you have a couple of months with a credit card payment to do so.

If you pay with direct bank deposit...DON'T. You have no protection if your item doesn't arrive.
