Paypal 'glitch' on the 20th of this month chose 'instant bank transfer' to pay 2 payments. Paypal then made a 'debit' of $23.
To add insult to injury we paid that bebit with an 'instant bank transfer' becaus the VISA account was not accepted..Today after speaking to someone who could hardly speak English and who had a very limited comprehension of our prolem we were told it would be another 3 days untill this problem could be addressed !!! We made application to use paypal for our business - (to accept credit payments) but since talking to others we would not consider dealing with paypal restricting payments and this level of incompetance ...
Access to even people who speak English seems impossible - BAD BUSINESS is what American institutions seem to do best -

Phone paypal again, and don't be afraid to ask for another representative if you can not understand the one you are speaking to.
I have always found paypal to be very helpful and on the phone have had no problem conversing with them.

Found http://www.screw-paypal.com/ which provided alternatives and many other customers who left Paypal...Never received promiced phone call...
