For an overseas purchase you must have paid using one of the safe payment methods such as PayPal.
Keeping in mind that items from overseas often take a fair while to get here, 4 to 5 weeks isn't uncommon, you can open up an Item Not Received claim with PayPal by day 45 since the date of payment.
For China/Hing Kong, I start to get a bit antsy about the 35 day mark, and by day 40, after contacting the seller, head to the resolution centre in PayPal, to initially open a dispute, which allows for up to a further 20 days for the item to find it's way, before escalating this to a claim.
Sometimes the seller will try and string you out past these deadlines, but even if they seem really nice, even if they are the Pope or the Queen of England and promise you that they will refund/send another item etc, always make sure you're wary of those time frames and open your disputes and claims within the time frames, but do make sure you also allow sufficient time for an item to arrive,
Once a seller does hand the item over to the postal service, they have no control over how fast the postal service delivers the item.
Some people can go their whole lives and never really live for a single minute.
