You left a negative feedback already, so that is a good thing.
You can open INAD in paypal but you will need to return at your own expense before paypal will find in your favour and force the seller to refund.
It cost you quite a bit so I would definitely open the dispute NOW

Since my previous reply, I've had a look at the negative feedback you left for the seller, as well as his listing, and I think there's been a grave misunderstanding on both your parts. Your feedback states "No radio, tap don't work. Tiered of being ripped off. So tiered of it." but it's very obvious to me that you didn't read the description in the listing clearly because he states "radio works and volume and sound is loud and clear, fast forward and reverse dont work and I am not going to take this beauty apart to fix."
It was therefore quite clear from the listing that the tape transport mechanism was faulty, but unfortunately for him, it is a WM-501 and unlike the the WM-F501, this particular model didn't have a radio built into it. Had he said nothing about a radio you would very likely lose a Paypal claim for INAD, but the fact that he erroneously mentioned that it did is very fortunate from your point of view as it now means that a Paypal claim will probably be successful. If so, you will be required to return the item to him by trackable post with SOD at your expense, and you will be refunded your $165 once he has acknowledged receipt.
It's a pity that you couldn't have worked things out amicably between the two of you, as you are both responsible for what has happened, and under the circumstances, I now believe that negative feedback was unwarranted. If you want to do the right thing you should ask the seller to send you a feedback revision request so that you can withdraw the inappropriate negative feedback and leave him a positive instead. And in future, you need to make absolutely certain that you understand exactly what you're buying, especially when it's that expensive.

I new that the radio didnt work ok??. My complant was to do with the tap player. <REMOVED> said that the tape player worked perfectly. When in fact it did not. I am feed up with sellers selling rubish that dusnt work. The tell us the bayers that it works when in fact thay know that it dosnt!!. I paid up frunt and then I had to ask <REMOVED> why he has not sent it yet? it had been over 3 days since he took my money. If pepple want to sell there broken walkman well then they should no deceived public. This seller has put me off eBay as I feel that I cannot trust sellers on here that sell walkmans. I have the right as a byer to put down on the feedback what is apropriate. If they can't be honest then they should not be selling on eBay. He took money under false pretences. He had no right to threaten me and tryto black mail me. Tell me to remoove my feedback or eles. Never again will I trust people that sell walkmans on eBay. I am tierd of being rippt off. I have 6 walkmans I bourt from eBay that don't work. Only one that said for parts only. <REMOVED> should have said broken, in the first place befor ripping me of!!. He threaten to get the police on me and I am still waitting. I will be more then happy to show them the walkman that <REMOVED> said that worked perfectly.

Sorry, but the evidence suggests no such thing. Where did the seller tell you that the tape player worked perfectly? In fact, he stated quite the opposite in his listing, which I have reproduced below in full (item number 261446679106) for those interested.
I am selling my Vintage Sony WM-501. Mint condition plays tapes, radio works and volume and sound is loud and clear, fast forward and reverse dont work and I am not going to take this beauty apart to fix. The model sony walkman is on permanent display in the Smithsonian Institute and is a highly sort after collectors item. Comes with original hard case belt clip is intact, gumstick battery and charger. Buy it now price is firm so no offers, advertised elsewhere so reserve the right to remove if sold prior to end of auction. Dont miss out on one of the most collectable vintage sony walkmans. post to worldwide.

You obviously neglected to read the listing accurately, or perhaps you only saw what you wanted to see, but there is no doubt at all that the seller clearly indicated that the tape deck was faulty and not working perfectly, despite your incorrect assertions to the contrary and to claim that he ripped you off and took your money under false pretences is immoral, unjust and unfair.
As I mentioned in my previous post, because you only bought the item on April 18 this year, you are still well within the 45 day period in which you can lodge a Paypal dispute for SNAD and there will be no problem in having your claim upheld because he has stated in his listing that it has a radio, when in fact that particular model Walkman does not.
Therefore, it is Significantly Not As Described so all you have to do is to wait until Paypal tell you to send it back to him and they will refund your entire purchase price of $165. It's actually beyond me why you've not done so already instead of carrying on about being ripped off. I've told you how to get your money back but if you choose not to do so then the only person to blame is yourself.

The seller never said the tape player worked perfectly.
He said the fast forward and reverse were not working and he wasn't going to fix it himself.
That is why he was upset at your feedback.
Mind you, maybe mint condition is not the best way to describe something with a dodgy tape. But he did mention some faults. If there are other faults then yes, you have a right to be upset.
But I had a quick look through other feedback you have left and I am not sure you are always fair to sellers. As in.. "Ok for the price" but with a neutral?
Feedback (as I see it) is not asking you if the item you buy is top quality or not, it is asking you if the seller accurately described the item and delivered it in a reasonable time.

I think most of you are forgetting the part in bold above....
If it had no radio and the tape player did not work, how could he have known that the '' volume and sound is loud and clear''?
If the tape player did not work it contridicts the listing i.e.'' plays tapes''.
In addition, correct me if I am wrong but I am pretty sure it is against eBay's rules to list an item elsewhere if it is listed here.
Not defending the buyer, just stating the facts.
