When should I get my refund?

I am intending to return a fraudulently described item to a seller in another country. When should I be given a refund?

a) Once I have sent him a copy of the proof of postage?

or

b) Only once he has received the item?

If you paid for your item through paypal please open a item not as described dispute with them and follow their instructions on returning the item. If you just return the item on your own the seller can easily say they never got the returned item and won't refund. At least you have some protection going through paypal.
