Why can I not make a counter offer on a resisted item

Had 3 offers on a item that expired or had a counter offer
Now that the item had failed to sell it has been resisted
But I cannot make a new offer and can only use the buy it know
Anybody have any ideas on what I can do besides buy it know

Ask the seller if they're willing to accept another offer from you and if the seller is willing to do that then they will need to change it in their listing to BIN or best offer,once they have done that you can then put in your offer and hopefully the seller will accept your offer.IMO the offers were to low so that's why the seller relisted the item.
