Why can I not make a counter offer on a resisted item

Had 3 offers on a item that expired or had a counter offerNow that the item had failed to sell it has been resistedBut I cannot make a new offer and can only use the buy it knowAnybody have any ideas on what I can do besides buy it knowThanks
