Enter VISA card details correctly, they follow prompts to confirm and buy; then this comes along...

SO HOW DOES ONE PAY USING A VISA DEBIT CARD?
HOW DOES ONE KNOW IF AN ITEM IS AN IMMEDIATE PAYMENT METHOD?
IS eBay HAVING IT PROBLEMS WITH THEIR PAYMENT SYSTEM?

Very few sellers have Merchant Banking facilities (EFTPOS) so you will probably need to open a Paypal account to buy on eBay.

The error message indicates you've had limitations placed on your account, though I couldn't tell you why - this help article explains what is happening, at least.
Buying Limits and Restrictions
The instructions are at odds with the error message you're getting, though - it's telling you to add an item to the cart and checkout an item to purchase / pay at the same time, as opposed to the other purchasing method which doesn't always force payment at the same time as confirming purchase (this is done through the 'Buy It Now' button rather than 'Add to cart', and it withdraws the item from sale to reserve it for you, basically, so you are committed to pay for it, but you're not forced to pay straight away - this is usually so people can combine multiple items from the same seller and receive an updated invoice with combined postage (where available), or because the seller is using a courier and postage costs aren't known until they get your address...but I digress).
Have you verified your eBay account at all, or confimed your email address etc? Updating your personal details and making sure everything was confimed (if not done already) may help.
PS padi, you can use a credit card to pay any seller, PayPal processes the payment but you don't need an account to pay that way

Are you having problems knowing how eBay works,basic rules and with your caps lock?
Not a good idea to be trying to buy anything until you at least know the basics
And not a good idea to be yelling at fellow buyers and sellers if you would like help,we have nothing to do it

True Digi, but I believe that for full buyer protection you need to have a Paypal account or at least get one if a guest account purchase goes pearshaped.
A lot easier to sign up for a Paypal account in the first place, as I'm pretty sure there's also a limit on how many purchaes you can make as a guest.

That might actually be the source of the problem - eBay aren't supporting merchant facilities anymore, so there may be an issue with older listings that still have it listed as a payment method during checkout. Merchant facilities (when not supported by eBay's checkout system) is a manual payment method as well, like bank transfer, so it wouldn't count as an instant (immediate) payment.
jumpin6207 - try selecting PayPal as the payment method but checking out as a guest (if that option pops up, and you don't want to open a PP account).
