If you are trying to get restitution, you should be opening a case with Paypal, not eBay.

Are you sure the message is saying YOUR account is restricted or suspended?
Could it be that the seller's account is suspended?

If you purchased from the Australian site then as long as you paid with Paypal you should be able to open a dispute through Paypal, always quicker and easier to start there anywhere. If you didn't pay with Paypal or with a direct credit card payment then neither ebay or anyone else can help you get a refund.
