eBay's service has declined over the past year. No telephone service, that I can find on there website. Also be careful of buying different items from the one seller at the time of checkout because if you need to put in a claim in the seller will only refund the cheaper item and the case will be closed and you will be unable to open a case for the other items as I have found out. The same applies to eBay's tracking information. If it is delivered to the wrong address then a case cannot be opened because it shows delivered. Be wary also of Chinese sellers as they are the main culprits that eBay don't seem to do anything about.
Ebay was once a great company to deal with, but the greed of profit has destroyed the reputation and customer service.
